Head of the Federal Antimonopoly Service of Russia (FAS) Igor Artemiev and CEO of ROSATOM Sergey Kirienko March 3 had a working meeting on results of FAS’s review of ROSATOM’s procurement provisions, i.e. the Uniform Nuclear Industry Procurement Standard (UNIPS).

Following the review results of UNIPS provisions, Igor Artemiev appraised ROSATOM’s procurement system as one of the best approaches to procurements subject to law No. 223-FZ. Besides, the FAS of Russia head intends to approach Igor Shuvalov, the First Deputy Chairman of the Government of Russia and the Chairman of the Governmental Commission on competition and small and medium business development, with a proposal to approve ROSATOM’s UNIPS as a good procurement practice for the public corporations and other large public companies. “Analyzing ROSATOM’s procurement practices, I would call it the best among all public corporations and large public companies. The procurement system has become open and transparent, but, regretfully, there is just a few examples similar to that of ROSATOM. We would like to recommend all public corporations, given their specialization, to do things in a manner similar to ROSATOM and save tens of billions of rubles through tenders. We intend to approach the Government of the Russian Federation with a corresponding proposal,” Igor Artemiev noted.

The FAS review points out the procurement provisions, which helped to form the effective procurement system of ROSATOM as well as gives recommendations for enhancement of separate procurement bidding mechanism. “We have done a huge job developing our procurement system. Over that time a monetary volume of open tenders grew from RUB 20 Billion up to RUB 500 Billion a year; 99% of purchases are done on electronic trading platforms and a number of frequent bidders grew by 15 times. The cumulative saving over nearly 5 years was RUB 185.7 Billion. We appreciate the high rating given to our procurement system and are ready for interaction with the antimonopoly agency to refine ROSATOM’s uniform procurement standard,” Sergey Kirienko said.

By the working meeting results an agreement was reached on further areas of interaction and cooperation, which will allow enhancing the existing ROSATOM’s procurement system and contribute to drafting a standard procurement provision for the organizations subject to law No. 223-FZ.
